Help Shape Wirral's New Resilience Grants Programme

Take part in a collaborative opportunity for VCFSE organisations

The development of Wirral's new Crisis and Resilience Fund is reaching an important milestone, and local Voluntary, Community, Faith and Social Enterprise (VCFSE) organisations now have an opportunity to help shape how part of this significant investment will be delivered.


Following co-production between Wirral Council, Wirral CVS and partners across the borough, proposals for the Crisis and Resilience Fund are being presented to Wirral Council's Policy and Resources Committee on Wednesday 10th June. The Committee report, draft policy and proposed funding allocation can be viewed on the Council's website.


As the programme moves into its next phase, Wirral CVS has been asked to facilitate a co-production session with VCFSE sector colleagues to help inform the development of the proposed Resilience Grants programme.


What is the Crisis and Resilience Fund?


The Crisis and Resilience Fund is being developed to support Wirral residents experiencing financial hardship while also helping communities build long-term resilience.


The programme represents a shift away from responding only when people reach crisis point. Instead, it aims to invest in preventative approaches that help individuals, families and communities avoid hardship, recover more quickly when challenges arise and develop greater resilience for the future.


By bringing together support for both immediate crisis response and longer-term resilience-building activity, the fund seeks to create a more sustainable approach to tackling poverty and financial hardship across Wirral.


The Proposed Resilience Grants Programme


A key element of the proposed fund is the Resilience Grants programme, which could see up to £1 million per year invested in community-led activity across the borough.


The grants are intended to support initiatives that help residents and communities:

  • Avoid financial hardship before it reaches crisis point

  • Reduce the impact of poverty and financial challenges

  • Recover from periods of hardship more effectively

  • Build long-term resilience and wellbeing

  • Strengthen local support networks and community capacity


The programme recognises the vital role that VCFSE organisations play in supporting local people and creating lasting positive change within communities.


Why Your Voice Matters


The upcoming co-production session will focus on developing the criteria, conditions and outcomes that will guide the Resilience Grants programme.


This is an opportunity for organisations to share their experience, insights and understanding of local need to help ensure the programme reflects the realities faced by residents and communities across Wirral.


Importantly, the session will not determine which organisations receive funding and will not make final funding decisions. Instead, discussions will help shape the framework that will be used to assess future grant applications.


Participants will explore questions such as:

  • What outcomes should the programme seek to achieve?

  • What types of activity are most effective in building resilience?

  • How can the grants best support residents facing financial hardship?

  • What conditions should be included to ensure funding delivers maximum impact?

  • How can community-based provision be strengthened through the programme?


The session will provide a valuable space for open and honest discussion about how the fund can support a wider shift from crisis response towards prevention, resilience and sustainable community support.

Places for the co-production session are limited, and to ensure a broad range of organisations can participate, only one representative per organisation will be able to attend.
