Call to protect the Independence of local voices in health and care

Local health and care services in Wirral are facing changes that impact how patients and the public share their experiences

Healthwatch Wirral, along with other Healthwatch organisations across the country, are calling for the government to reconsider proposals that would remove the independence of local services and transfer their functions into NHS Integrated Care Boards and local authorities.



These proposals stem from recommendations in the Dash Patient Safety Review, now incorporated into the NHS 10 Year Health Plan. While the plan aims to strengthen patient engagement, very few local Healthwatch organisations or members of the public were consulted during its development according to Healthwatch Wirral, raising concerns about whether the voices of those who rely on health and social care services will continue to be heard.


Independent local services like Healthwatch Wirral play an important role in supporting people to navigate NHS and social care systems, offering advice and advocacy for those who may be vulnerable or facing health inequalities. Removing their independence risks undermining trust and could leave some groups without effective avenues to share their experiences.


Karen Prior, CEO of Healthwatch Wirral, emphasises that these independent organisations provide safe spaces for honest feedback and support. The sector-wide concern is that shifting all engagement to digital tools, such as the NHS App, cannot replicate this level of personal connection or reach those who are hardest to engage.


For local VCFSE organisations, these developments highlight the importance of protecting independent advocacy and ensuring that community voices continue to influence health and care planning. Wirral CVS encourages local groups to stay informed about these proposals and all those who wish to support Healthwatch Wirral are urged to sign the petition and share it with colleagues, friends and your communities.
